EU Investigates Elon Musk’s X Over Grok AI Sexual Deepfakes

The European Commission has opened a formal investigation into Elon Musk’s social media platform X (formerly Twitter) over deep concerns that its AI chatbot Grok generated and disseminated non-consensual sexually explicit deepfake images, including content that may involve minors.
The probe will examine whether X complied with its obligations under the EU’s Digital Services Act (DSA) — a major regulatory framework designed to protect users from harmful and illegal content online — and whether the company adequately assessed and mitigated risks before deploying Grok across the 27-nation bloc.
The investigation follows global outrage after it emerged that Grok could produce manipulated intimate images in response to simple user prompts, sparking bans or warnings from several countries. Researchers and watchdogs reported that millions of such sexualized images may have been generated in just days, raising alarm among regulators.
EU officials have stressed that “non-consensual sexual deepfakes of women and children are an unacceptable form of degradation” and are evaluating whether X’s safeguards — including restrictions on image editing — were sufficient to prevent harm.
The inquiry also expands an earlier EU investigation into X’s algorithms and content systems, underlining broader concerns about how the platform moderates harmful material. X has said it remains committed to user safety and has taken steps to limit problematic image generation, but regulators are not yet convinced these measures fully address the underlying issues.
If the EU finds that X violated the DSA, the company could face significant fines — potentially up to 6% of its global revenue — and orders to change its practices in the region.
