Govt Simplifies Norms, Slashes Approval Time to Speed Up ITI Set-Up
The Indian government has simplified norms and cut approval timelines by 50% to fast-track the establishment of Industrial Training Institutes (ITIs), aiming to expand vocational training and meet industry demands.
The Government of India has taken a significant step to accelerate vocational training capacity by streamlining and simplifying the process for establishing Industrial Training Institutes (ITIs) across the country. The move is aimed at strengthening skill development and expanding training opportunities for youth in line with industry requirements.
Under the newly notified Affiliation Norms – 2025, the government has halved the approval timeline for setting up new ITIs — reducing the process from approximately 13.5 months to around 6.5 months. Procedural complexity has been reduced by trimming document requirements and switching to a two-stage application process with a single-stage assessment, which is expected to significantly cut red tape for applicants.
Officials say the revised framework also eases entry barriers such as minimum land requirements and introduces uniform inspection standards, joint inspections, and a two-tier grievance and appeal mechanism to ensure smoother dispute resolution. These reforms are designed to make the affiliation system more transparent, efficient, and responsive to industry needs.
India currently has over 15,000 ITIs — around 3,300 run by the government and more than 11,700 in the private sector. Delays in approvals, unclear guidelines on adding new courses, and limited industry participation had previously constrained growth and the quality of vocational training. The updated norms aim to unlock this potential and strengthen India’s skilled workforce ecosystem.
The initiative complements other government efforts focused on skill enhancement and industry-aligned training, such as upgrading select ITIs and fostering stronger collaboration between industry and training institutions.
