An FIR has been registered against Maulana Shamsul Huda Khan, a UK citizen of Indian origin, in Uttar Pradesh’s Sant Kabir Nagar district under charges of promoting Islamic radicalisation and illegally collecting foreign funds under the guise of religious education. Investigators from the state’s Anti‑Terrorism Squad (ATS) found that Khan, through his NGO Raza Foundation and other entities, channelled large sums of foreign donations to Indian madrasas in Azamgarh and Sant Kabir Nagar, in alleged violation of the Foreign Exchange Management Act (FEMA). The FIR notes that the madrasas—which had their recognition revoked following the probe—were used as fronts for “ideological networking” and that Khan maintained frequent contacts with radical clerics in Pakistan and Jammu & Kashmir. Authorities revealed that Khan acquired British citizenship in 2013 and continued substantial overseas travel between 2007‑2017, all while operating his religious and educational ventures in India. The case includes allegations of funds being diverted as commissions, mis‑use of NGO status, symptoms of a larger campaign targeting vulnerable regions and youth, and the machinery of foreign funding used to underpin activities flagged as systematically radical. Police have sealed related madrasa premises, revoked NGO registrations and initiated detailed financial forensic tracing of cross‑border transactions, with further legal action pending based on the ATS’s ongoing investigation.
