Hu arrived in India on November 19, 2025, on a tourist visa authorized for Buddhist‑heritage sites such as Varanasi, Agra, Delhi, and select other locations. Instead, he is said to have flown to Leh (Ladakh) on November 20—skipping mandatory registration at the Foreigners Regional Registration Office on arrival—and then travelled through Zanskar before arriving in Srinagar on December 1.
Authorities say that a tip-off via intercepted internet communications triggered scrutiny; phone data reportedly revealed searches related to security deployments (e.g., CRPF) and constitutional issues such as the abrogation of Article 370—activities the government deemed suspicious.
