PF Pension Salary Limit Hiked from ₹15,000 to ₹25,000: 51 Lakh Employees to Benefit
The Union Cabinet has approved an increase in the EPFO wage ceiling for mandatory coverage from ₹15,000 to ₹25,000 per month. The move is expected to bring more than 51 lakh additional employees under mandatory EPF coverage, expanding access to provident fund, pension and insurance benefits.
The government has announced a major change in the Employees’ Provident Fund Organisation (EPFO) framework, potentially bringing millions of more private-sector workers into the formal social security system.
The Union Cabinet has approved raising the wage ceiling for mandatory EPFO coverage from ₹15,000 to ₹25,000 per month. The previous ceiling had remained unchanged since September 2014, when it was increased from ₹6,500 to ₹15,000.
Who will benefit?
Under the revised ceiling, employees earning between ₹15,000 and ₹25,000 per month in Basic + Dearness Allowance (DA) will come under mandatory EPFO coverage, subject to the applicable rules.
This means eligible employees in this salary bracket will gain access to the broader social security framework associated with EPFO, including EPF savings, the Employees' Pension Scheme (EPS), and insurance benefits under EDLI, according to the respective scheme provisions.
51 lakh additional employees expected to benefit
According to the government, the decision is expected to bring more than 51 lakh additional employees under mandatory EPFO coverage.
The government estimates an annual financial outgo of around ₹11,339 crore, compared with existing annual budgetary support of approximately ₹10,250 crore. Over five years, the estimated expenditure is around ₹56,696 crore.
What was the earlier limit?
The mandatory EPFO wage ceiling was last revised on September 1, 2014, when it was increased from ₹6,500 to ₹15,000.
More than a decade later, the government has now approved the increase to ₹25,000, citing changes in wages, incomes, and the expansion of formal employment.
What does it mean for employees?
For workers currently earning between ₹15,000 and ₹25,000 a month who were outside mandatory EPFO coverage, the change could mean greater access to long-term retirement savings, pension, and insurance protection.
However, employees newly brought under mandatory contribution may also see a reduction in their immediate take-home salary because a portion of their earnings will go towards PF contributions. That money, however, becomes part of their long-term retirement savings.
The government expects the move to strengthen formal social security coverage and bring the EPFO wage threshold closer to prevailing wage levels.
EPFO's large social security network
EPFO currently has around 7.98 crore contributing members across nearly 7.68 lakh contributing establishments, according to the latest figures cited by the government. The Employees’ Pension Scheme provides pension benefits to around 82 lakh pensioners.
The revised wage ceiling is therefore significant because it expands the pool of employees who can automatically enter this social security framework.
The Ministry of Labour and Employment and EPFO will now undertake the required statutory and administrative steps to implement the revised ceiling.
