England Launches Major Recycling Reform to Standardize Waste Collection Nationwide

From 31 March 2026, a significant overhaul of household recycling rules has come into effect across England, marking one of the biggest changes to waste management in years. Under the new Simpler Recycling legislation, councils are now required to collect key waste streams separately, ending years of inconsistent local recycling practices.

Until now, recycling rules varied widely from one area to another, often leaving residents confused about what could be recycled and how. The reform aims to simplify this system so that households across the country follow the same basic approach to sorting waste, helping improve recycling rates and reduce contamination.

Under the updated system, councils must provide separate collections for:

  • Food and garden waste
  • Paper and cardboard
  • Mixed dry recyclables (including glass, metal, plastic, and cartons)
  • Non‑recyclable waste

These requirements now apply to all households, including flats and communal properties, meaning more consistent recycling services from town to town.

A key part of the reform is the mandatory weekly collection of food waste, which will be processed through methods such as anaerobic digestion to reduce landfill use and lower greenhouse gas emissions. Councils have been given financial support to help transition to the new system, although a small number have temporary exemptions on rolling out weekly food waste collections immediately.

Government officials say the reforms are essential to achieving national recycling targets, including an ambition to raise England’s municipal recycling rate to 65 % by 2035, up from around 44 % in recent years.

Environmental groups have welcomed the move but stress the importance of clear public education on proper sorting to avoid contamination, a problem that previously led to entire loads being rejected and wasted.

As the new rules take hold, residents are encouraged to check guidance from their local councils to ensure they are correctly separating waste and benefiting from the enhanced recycling services.
